Financial Delivery - Action Item Work Flow (Basic)

Summary: The Financial Delivery action item does a few things automatically by stepping it forward. 

1. Automatically creates a Draft for review
2. Automatically Closes the Fiscal Period
3. Automatically creates the Final Board Package for review
4. Automatically Posts the Board version to the Associations>Documents that is visible from the portal for Board Members (Must select the final board package from Existing Attachments when stepping or a blank financial package will be output to the folder on the Documents screen!)
5. Automatically Posts the Homeowner version to the Association>Documents that is visible from the Portal for Homeowners
6. Closes automatically
