ARC Request - Action Item Work Flow (Basic)

Summary: The ARC Request action item does a few things automatically by stepping it forward. It allows the ARC committee to review and relay their decision to the ARC Coordinator who then notifies the homeowner of the decision. 

1. Request is initiated by the homeowner via the Portal.
2. ARC Coordinator reviews and steps it to the ARC Committee for their review.
3. ARC Committee has 4 choices
   1. Approve
   2. Approve w/ Conditions
   3. Need More Information 
   4. Deny
4. ARC Committee's decision is sent to the ARC Coordinator
5. The ARC Coordinator then steps the request forward to automatically notify the homeowner via Email of the ARC Committees decision.
