The Primary charge flag for the Fee charge type is used to determine which fee rules are used in the coupon generation process, such as the late date and the fee amount. The coupon information in the generation process is sourced from the rules of the Fee set as the Primary Charge. For this reason, you should only have one Fee with the primary Charge flag selected.
